Get to Know MNOA Past President Frank Till
The Missouri Narcotics Officers Association (MNOA) is a professional organization dedicated to supporting law enforcement officers involved in narcotics enforcement in the state of Missouri.
The MNOA collaborates with various agencies and organizations involved in drug enforcement, such as local, state, and federal law enforcement agencies, as well as prosecutors, treatment professionals, and community organizations.
By fostering these partnerships, our association seeks to promote effective drug control strategies and develop a coordinated approach to combating narcotics-related issues in the state of Missouri.
Without the help of our registered members and the support of the communities we protect, our organization would not be able to provide the same level of training to Missouri’s finest.
Our team of trusted board members help to ensure that the MNAO is focused on improving communities and protecting its residents, while continuing to set the standard for narcotics law enforcement training within the United States.
MNOA Past President Frank Till has over 36 years of law enforcement experience. Frank is a father of two, both of which are currently attending college in Missouri, one attending Missouri University in Columbia and the other attending the University of Central Missouri in Warrensburg.
As of 2020 Frank Till retired from the St. Joseph Police Dept as a detective and took the position of Chief of Police for the Village of Country Club. During his time as detective in St. Joseph he was part of the Buchanan County Drug Strike Force (BCDSF), as well as serving over 19 years on the Special Response Team. Frank was a Firearms instructor for the SJPD and the BCDSF and was also an FTO.
In 2010 Frank became one of the first people in the Nation to develop a class on a new dangerous class of drugs hitting the streets. These synthetic drugs sold under names such as "bath salts", "pot cleaner", "K2", "spice" and many other names. These drugs were sold at convivence stores as an alternative to other stimulants such as meth, cocaine (cathinone’s), and Marijuana (cannabinoids) but marked "not for human consumption".
These drugs soon became a nationwide epidemic. I began teaching these classes to community groups, medical personnel, juvenile workers, and Law Enforcement Officer across the Country.
Frank also testified in Jefferson City to our congressional leaders about the dangers of these drugs in support of a law to make them illegal and was features in a video used at schools to inform children of the dangers of these drugs.
In 2018 Frank was recruited to teach part time for Federal Resources. These classes consisted of various drug topics and aided in the instruction of Federal, State, and local officers on the use of drug testing equipment such as the MX908 and the Gemini.
Frank Till has been a member of the MNOA since 1996 and has served as a Board Member all but one year of that time.
We are very fortunate to have assembled a team of board members with so much knowledge and experience. Every active MNOA board member has served in some capacity and shares a passion for law enforcement and protecting the great state of Missouri.
