Every year we have the honor and privilege of training the brave men and women of law enforcement. MNOA Proudly Hosts the Largest Law Enforcement Narcotics Training Conference in the State of Missouri. Serving local, state and federal agencies of all sizes.
The MNOA training conferences are an opportunity for law enforcement officers from across the state of Missouri to learn the latest techniques or tactics for the detection and testing of narcotics, as well as strategies for de-escalating drug related crimes when they occur in the field.
The Missouri Narcotics Officers Association has trained thousands of Missouri’s finest and currently has over 500 active and trained law enforcement officers.

Fall Conference:
Friday, October 25, 2024
- 8 am to 9 am: Registration in Atrium
- 9 am to 12 pm: Invading the Invaders: Retired HSI Undercover Operator James Weber discussing the infiltration of the Invaders Outlaw Motorcycle Club. Discussing the inner workings of the Undercover Jim Weber for the Invader Motorcycle Gang.
- Noon to 1 pm: Lunch on your own
- 1 pm to 4 pm: Racial Profiling, implicate Bias, De-escalation Instructor to be announced later.
NOTE: IF YOU ATTENDED THE SPRING CONFERENCE OR ARE ALREADY A PAID MNOA MEMBER, THERE IS NO COST TO GO TO THE FALL CONFERENCE. IF YOU ARE NOT CURRENTLY A MEMBER, THE COST TO ATTEND IS $30.00.
Spring Conference:
Tuesday, March 25, 2025
- 1 pm to 5 pm: Registration
- 3 pm to 5 pm: The Illicit Fentanyl Crisis: Understanding Today’s Drug Landscape: A 2-hour overview exploring the illicit fentanyl crisis. Attendees will gain practical knowledge and meaningful action steps to address this urgent public health challenge.
- 5 pm to 8 pm: Annual BBQ at the hotel. Food and drink provided.
- 8 pm to 11 pm: Hospitality Room
Wednesday, March 26, 2025
- 8 am to 9 am: Conference Registration
- 9 am to 9:30 am: General Session and Opening Ceremony
- 9:30 am to 12 pm: A Path to Revitalization: Learning from the Past and Protecting the Future –This course will pair former prosecutor of Officer Kim Potter who resigned in protest and Former Police Officer Kim Potter. This course will examine stress, cortisol, and other psychological factors associated with high stress policing and lessons learned. Instructors are Imran Ali and Kim Potter
- 9:30 am to 12 pm cont: Going up the Chain: Proving a Homicide of Drug OD Deaths: This course will examine a case in Minnesota where a high school student ingested a synthetic controlled substance she purchased from school. Through resilient detective and prosecution work, learn how you can “go up the chain” and arrest those responsible for providing drugs that kill. This case was featured on Dateline NBC. Instructor is Imran Ali

Thursday, March 27, 2025
- 8 am to 12 pm: John Mattingly, retired Louisville Metro Police Sergeant. 12 seconds in the Dark. A police officer’s firsthand experience in the Breonna Taylor Narcotics Raid.
- 12 pm to 1 pm: Lunch on your own
- 1 pm to 4 pm: “BOSCO” investigation. HIS retired Officer Jim Weber discusses the investigation of Quawntay “BOSCO” Adams. The Cross-Country Drug Investigation culminating in St. Louis and the TRUE story of what happened, and the false narrative pushed by Hollywood in the movie Bosco.
- 4 pm to 5 pm: Membership Business Meeting and Election
- 7 pm to 9 pm: MNOA Annual Banquet/Hospitality Room available immediately after

- 8 am to 11 am: K9 investigation, when to call a K9, dog sniffs, and deployment and legal updates in regard to K9s. Presented by Phil Yarnell Greene County, MO Sheriff’s Department
